The Market Case

Prime waterfront stock at Porto Montenegro is in short supply, and a branded, off-plan release on the marina is the kind of thing buyers watch for. Coastal prices have risen roughly 15 percent since 2023, foreign buyers make up around two thirds of purchases, and Montenegro is targeting EU accession around 2028. The country uses the euro, lets non-residents own outright, and charges no capital gains tax on property held beyond two years. Buying off-plan also lets owners stage payments through construction.
